Structure
MAF Biosecurity New Zealand's structure is based on eight structural units reporting to the Deputy Director-General. The structure is further supported by the Business Team who provides business services to the organisation and develops and implements business processes across the organisation.

Animal Welfare Directorate
The Animal Welfare Directorate efforts are focused on resolving animal welfare problems, identifying research priorities, liaising with New Zealand and international agencies involved in animal welfare, supporting New Zealand's policy in relation to animal welfare and international trade, and ensuring all complaints of cruelty are investigated in accordance with the requirements of the Animal Welfare Act 1999.
The group works closely with the National Animal Welfare Advisory Committee (NAWAC) and the National Animal Ethics Advisory Committee (NAEAC).
Border Standards
This team manages New Zealand's import and export risks at the border. It is made up of five groups - the Exports Group, the Import Standards Group, the Operational Training and Assessment Group, the Analysis and Profiling Group and the Facility Approvals Group.
Cargo Clearance
This team is responsible for clearing incoming cargo (and some passengers) from overseas. It includes the Auckland Cargo Group and the North and Offshore Groups.
Investigation and Diagnostic Centres (IDC)
IDC's primary function is to protect New Zealand's primary production, aquatic and terrestrial environments by being prepared to investigate and diagnose incursions of exotic or emerging pests and diseases. A 24 hour, 7 day a week exotic pest and disease freephone, 0800 809 966, service is available to receive telephone notification of suspected exotic diseases and pests. These enquiries are processed by staff at any of the sites depending on the nature of the call. Science providers may also report suspected or confirmed exotic pests and disease via e-mail to neworganisms@maf.govt.nz
Passenger Clearance
This team is responsible for clearing international passengers(and some cargo). The detector dog programme is also part of the group.
Policy and Risk
The Policy and Risk Directorate's key accountabilities centre around how and why the Government intervenes to achieve biosecurity outcomes. This team provides the frameworks within which biosecurity decisions are made.
It consists of the Risk Analysis Group, the Policy Group, the Science team, the International group and the Biosecurity Communications and Maori responsiveness teams.
Post Border
This group designs interventions and develops standards for the management of biosecurity risks that get past the border. Comprises four groups –Surveillance Group, Incursion Response Group, Pest Management and Systems Design.
Strategy and Transformation
This directorate has a future focussed cross-system and cross-business transformational role and includes the Biosecurity System Oversight Group, the Strategy and Performance Group, Change Manager and Project office.
