In August 2003 the MAF Chief Executive was given accountability for the end to end management of New Zealand’s biosecurity system, comprising strategic, regulatory and service delivery functions from pre-border to pest management that contributes to health, environment, economic and social/cultural outcomes.

Government’s decisions mean that MAF will need to expand considerably the range of adverse impacts it has responsibility for protecting – indigenous flora and fauna, human health and wellbeing, Māori values and interests and the marine environment. MAF will also need to ensure that it considers the management of biosecurity risks end-to-end (pre-border to pest management). Doing this will involve significant change management to provide an integrated end to end approach, develop the new capabilities required, enhance existing capability and develop and imbed a culture, values and behaviours that will support both effectiveness and public and stakeholder awareness, support of and participation in the biosecurity system.

Biosecurity has a key role to play in managing risks of adverse impacts of pests, weeds and diseases to the New Zealand environment, the wellbeing of people and our economy.

Biosecurity New Zealand is responsible for the following outcomes:

  • Central government responsibilities for implementing the end-to-end biosecurity system, integrating the protection of economic, environmental (both land based and marine), human health protection and social/cultural values and in particular:
    • The assessment and prioritisation of biosecurity risks
    • The development of comprehensive and integrated plans to manage biosecurity risks
    • The efficient and effective implementation of agreed risk management plans
  • Contributing to the development of the strategic direction and policy for biosecurity as well as developing operational policy
  • Contributing, through involvement in international fora and bilateral relationships, to the development of an international trading environment that both enables the protection of  New Zealand’s economic, environmental, and social wellbeing, as well as enabling New Zealand to effectively and efficiently trade in biological products
  • Contributing to the development and, where required, assessment of risk management plans by Regional Government or other non-governmental pest management agencies
  • Co-ordinating and facilitating better integration and effectiveness of the biosecurity activities of central and regional government and other pest managers
  • The administration of the Animal Welfare Act; and
  • Supporting the administration of the new organism parts of the Hazardous Substances and New Organisms Act
  • Evaluating the performance of the end to end biosecurity system
  • Conducting public awareness, educational and responsiveness programmes.

The Agency is responsible for both regulatory/standard setting functions and service delivery functions (whether directly, through intra and inter departmental arrangements or though 3rd party contracts).
