All commercial vessels
Before arrival
You will need to fulfill the following requirements before arriving at a New Zealand port of first arrival
- All commercial vessels must send an Advance Notice of Arrival
to the New Zealand Customs Service
, MAF and Health Protection Officer at least 48 hours before arrival. - This should include a voyage memo which lists the ports visited over the last two years, or since the vessel last visited New Zealand
- A Ballast Water Declaration Forms
(166 Kb) also needs to be supplied with the Advance Notice of Arrival. Part 1 to be completed by all ships and Part 2 (showing details of mid-ocean exchange of tanks) completed if you intend to discharge ballast in New Zealand waters. - Locate any animals, aquarium fish, reptiles or birds for inspection, and list on the Master's Declaration.
- Prepare a full passenger and crew list, as well as a disembarking or transit passenger and crew list.
- Ensure all landing passengers and crew members have filled out a New Zealand Passenger Arrival form.

Master's Declaration - changes to vessel clearance procedures for vessels entering New Zealand
MAF Biosecurity New Zealand (MAFBNZ) is making improvements to clearance procedures for all vessels arriving in New Zealand.
The change will see a more efficient clearance system based on information provided by vessels while still offshore in a new, more comprehensive Master's Declaration form.
Three shipping companies are currently trialling the new system and it is hoped to have all inbound vessels using the new procedure mid-2008. We will update our procedures on this website before the new system comes into force for all inbound vessels.
For all vessels not involved in the trial it is business as usual.
