Transitional Facilities

Transitional facilities hold, inspect, treat or destroy and dispose of uncleared risk goods imported into New Zealand. They operate under a standard which details the minimum requirements for approval and monitoring transitional facilities functions.

All facilities are required by the Biosecurity Act 1993 to be registered.

Sea Containers

A Biosecurity direction must be given before the container can be taken to a transitional facility. This will be obtained by a customs broker or freight forwarded or may be obtained by an importer.

The importer should submit an application for a Biosecurity Authority Clearance Certificate (67 Kb) (BACC) to their nearest MAF Clearance Service office. Note, you cannot obtain a BACC online, only apply for one. The certificate itself is generated by the MAF Clearance Service if the information submitted is accepted.

The person accredited to inspect the container must also fill out the container log sheet (379 Kb) for MAF clearance or they may submit their inspection results.

Registration of a plant quarantine and containment facilities can be initiated by completing this registration form.

For plant quarantine and containment facilities a register of operators, systems and staff is available in an online database called PRAOSS (Plants Register of Accredited Operators, Systems and Staff).
