Overseas Market Access Requirements Notification - Animal Products Act 1999 - MAF Biosecurity New Zealand

1. Statutory authority

Pursuant to section 60 of the Animal Products Act 1999, I notify the following overseas market access requirements, entitled dogs to the Republic Armenia.

This notice takes effect from date of signing.

2. The Republic of Armenia Requirements

Dogs exported from New Zealand to the Republic of Armenia must comply with the import requirements of the Republic of Armenia listed in this notice as follows:

2.1. An official veterinarian authorised by the New Zealand Ministry of Agriculture and Forestry must certify, after due enquiry the following:

2.1.1 New Zealand is free of African swine fever, foot-and-mouth disease, all infectious encephalomyelitides as listed in the OIE Handistatus, Aujeszky’s disease, rabies, tularaemia, Babesia gibsoni, Leishmania donovani, Leishmania chagasi, Brucella canis, Ehrlicia canis, and endemic infection with Dirofilaria immitis (heartworm)

2.1.2 The animals originated from an area that is free of tuberculosis.

2.1.3 The animals were examined and tested for toxoplasmosis, using the latex agglutination test, with negative results and within 30 days of the scheduled date of export. Date of examination and date of testing.

2.1.4 The animals were vaccinated against rabies, canine distemper virus, adenovirus type 2 (canine hepatitis), viral enteritis (canine parvovirus) and leptospirosis, within 14 days of the scheduled date of export, if not already vaccinated during the last 6 months prior to export. Date of vaccination.

2.1.5 The animals were treated with an anthelmintic effective against internal parasites at the recommended dose rate, within 10 days of the scheduled date of departure. Date of vaccination.

2.1.6 The animals were examined clinically by an official veterinarian within 30 days of export and were found to be free of external parasites, dermatophytoses (Microsporum and Trichophyton species), and infectious diseases, to which the species is susceptible, and were fit to travel. Date of examination.

 

3. Definitions

For the purposes of this document:

Any term or expression that is defined in the Animal Products Act 1999 and used, but not defined in this document, has the same meaning as in this Act.

Explanatory note

This OMAR is based on the ‘Veterinary requirements for import of dogs and cats to the Republic of Armenia’, received from the Head of State Veterinary inspection, Ministry of Agriculture, via a pet exporter.

  1. An import permit is not required.
  2. The animals are to be shipped in containers which conform to IATA regulations, which are either new or suitably disinfected and fumigated before loading and are of such a nature that direct contact with other animals of a lesser health status, en route, will be prevented.

Section 61.A of the Animal Products Amendments Act 2005 states that 'The Crown is not liable, and nor is the Director-General or any employee of the Ministry liable, for any loss arising through the refusal or failure of the relevant authority of an overseas market to admit export animal material or animal product to that market'.
