Overseas Market Access Requirements Notification - Animal Products Act 1999 - MAF Biosecurity New Zealand

1. Statutory Authority
Pursuant to section 60 of the Animal Products Act 1999, I notify the following overseas market access requirements, entitled Dogs and cats to American Samoa.
This notice takes effect from date of signing.

2. American Samoa Requirements
Dogs and cats exported from New Zealand to American Samoa must comply with the import requirements of American Samoa listed in this notice as follows:
2.1 An import permit is required for the exportation of dog semen to American Samoa.
2.2 The owner of the animals must declare:
2.2.1 The animal has been resident in New Zealand for the 6 months immediately preceding the date of shipment, or since birth.
2.3 An official veterinarian of New Zealand must certify the following:
2.3.1 New Zealand is officially free from rabies.
2.3.2 In the case of dogs only:
2.3.2.1 The animal was vaccinated against canine distemper and canine infectious hepatitis with a live attenuated vaccine within 6 months of departure.
2.3.2.2 The animal was treated within 1 week of departure for Echinococcus granulosus with a praziquantel containing product known to be effective against Echinococcus granulosus.
2.3.3 In the case of cats only:
The animal was vaccinated against feline panleukopenia within 6 months of departure.
2.3.4 The animal was inspected prior to departure and found to be in good health and free from contagious or infectious disease and external parasites.
3. Definitions
For the purposes of this document:
Any term or expression that is defined in the Animal Products Act 1999 and used, but not defined in this document, has the same meaning as in this Act.
Explanatory note
This OMAR is based on the requirements provided in the export certificate dogs and cats to American Samoa dated 4 December 2001, which was drafted from import conditions received from American Samoa with import permit number 79160 dated 29 November 2001.

An import permit is required for importation and a copy must accompany the animal.
Each animal must be accompanied by it's own health certificate issued by an official veterinarian within 10 days of departure.
Proof of vaccination for listed diseases and proof of treatment for echinococcosis (dogs only) must accompany the animal.
An official veterinarian means a veterinarian authorised by the Veterinary Administration of the country to perform animal health and/or public health inspections of commodities and, when appropriate, perform certification in conformity with the provisions of the chapter of the OIE Code pertaining to principles of certification. Veterinarians authorised or accredited under the Animal Products Act 1999 can be termed 'official veterinarians'.
