Overseas Market Access Requirements Notification - Animal Products Act 1999 - MAF Biosecurity New Zealand

1. Statutory authority
Pursuant to section 60 of the Animal Products Act 1999:
(i) I notify the following overseas market access requirements, entitled dogs and cats to French Polynesia
(ii) Revoke OMAR B DOMANIEC.FPL 22.01.07 and; DOMANIEC.FPL2 17.07.09.
This notice takes effect from date of signing.

2. French Polynesia requirements
Dogs and cats exported from New Zealand to French Polynesia must comply with the import requirements of French Polynesia listed in this notice as follows:
2.1 An Import Permit is required for the exportation of dogs and cats to French Polynesia.
2.2 New Zealand is free from Echinococcus (Hydatidosis), rabies, Hendra virus, Ehrlichia canis, Babesia canis, Babesia gibsoni, Leishmania sp. and Nipah virus.
2.3 The animal was examined within the three days immediately preceding shipment and found to be healthy and free from any clinical signs of contagious disease.
2.4 To the best of the Official Veterinarian’s knowledge and belief the animal is more than three months old or travelling with its mother and, if applicable, is less than 42 days pregnant.
2.5 The animal was treated for internal parasites within 14 days of shipment with an anthelmintic effective against roundworms, whipworms, hookworms and tapeworms (including Echinococcus sp.). Name of product. Active ingredient.
2.6 The animal was treated within 4 days of shipment for external parasites with a product effective against ticks. Name of product. Active ingredient.
2.7.1 EITHER* during the six months prior to export, or since birth, the animal has been continuously resident in New Zealand, or another Group I country listed below:
Group I
Australia, American Samoa, Christmas Island, Cocos Islands, Cook Islands, Guam, State of the Hawaii, Federated states of Micronesia, Fiji, Iceland, Ireland, Isle of Man, Japan, Kiribati, Nauru, Niue, New Caledonia, New Zealand, Norfolk Island, Northern Mariana Islands, Norway (except Svalbard Island), Papua New Guinea, Solomon Islands, Singapore, Sweden, Kingdom of Tonga, Tuvalu, Vanuatu, United Kingdom, Wallis and Futuna, Western Samoa.
2.7.2 OR* the animal has been resident in New Zealand or other Group I countries (as listed below), and one or more Group II country (as listed below) during the past six (6) months. List of countries the animal travelled to in the past six (6) months to be recorded on the export certificate.

Group II
Andorra, Antigua and Barbuda, Argentina, Aruba, Ascension island, Austria, Bahamas, Bahrain, the Barbados, Belarus, Belgium, Bermuda, Bosnia and Herzegovina, British Virgin Islands, Brunei, Bulgaria, Canada, Canary Islands, Cayman Islands, Cape Verde, Chile, Cyprus, Croatia, Czech Republic, Denmark including Greenland and Faroe islands, Falkland Islands, France and French overseas departments with the exception of French Guiana, Finland, Germany, Gibraltar, Greece, St Helena, Hong Kong, Hungary, Israel, Italy, Jamaica, St Kitts and Nevis, Kuwait, Liechtenstein, St Lucia, Luxembourg, Macau, Malaysia (only peninsula, Sabah and Sarawak), Malta, San Marino, Mauritius, Mayotte, Monaco, Montenegro, Montserrat, Netherlands, Netherlands Antilles, St Pierre and Miquelon, Poland, Portugal including Azores and Madeira, Puerto Rico, Qatar, Serbia, Seychelles islands, Shaba, Slovakia, Slovenia, South Korea, Spain including Balearic islands, Switzerland, Taiwan, Trinidad and Tobago, United Arab Emirates, United States of America (except Hawaii ), US Virgin Islands, Uruguay, Vatican, St Vincent and the Grenadines.
2.7.2.1 AND the animal was held in official quarantine kennels for at least 28 days since arrival in New Zealand. Name of kennels and dates held
2.7.2.2 AND the animal was subjected to a neutralising antibody titration test for rabies more than three months and less than two years prior to export to French Polynesia and found to have at least 0.5 UI/ml of antibody in their serum. Titre and date to be recorded on the export certificate
2.7.2.3 AND the animal has been immunised against rabies without interruption for more than 180 days
2.7.2.4 AND on a date to be recorded on the export certificate, in the past 365 days, the animal was vaccinated against rabies using an approved inactivated virus vaccine, or with a recombinant vaccine (expressing the rabies virus glycoprotein) carried out when the animal was at least 3 months old. Name of Product. Batch number.

2.8 In the case of a cat: the cat did not reside on a premise where cases of Hendra virus have been confirmed in the 60 days preceding their departure.
2.9 In the case of a dog:
2.9.1 EITHER* has been continuously resident in New Zealand during the past six months or since birth
2.9.2 OR* was imported into New Zealand in the past six months
2.9.3 AND* at time of import into New Zealand the country of origin was free from Babesia canis
2.9.3.1 OR* within 10 days of import into New Zealand or within 40 days of export to French Polynesia, the dog has been subjected to an ELISA or IFAT for Babesia canis with a negative result. Date of sampling
2.9.3.2 OR* within 10 days of import into New Zealand or within 40 days of export to French Polynesia, the dog has been treated with imidocarb dipropionate at a dose rate of 2 mg/kg body weight. Date of treatment
2.9.4 AND* at time of import into New Zealand the country of origin was free from Ehrlichia canis
2.9.4.1 OR* within 30 days of import into New Zealand or within 30 days prior to export to French Polynesia, the dog has been subjected to an indirect fluorescent antibody test to detect antibodies against Ehrlichia canis with a negative result at a 1:40 dilution. Date of sampling
2.9.4.2 OR* within 30 days of import into New Zealand or within 30 days prior to export to French Polynesia, the dog has been treated with doxycycline at a dose rate of 10 mg/kg body weight on 14 consecutive days. Dates of treatment.
2.9.5 AND* at time of import the country of origin was free from Leishmania sp.
2.9.5.1 OR* within 30 days of import into New Zealand or within 30 days of export to French Polynesia, the dog has been subjected to an indirect fluorescent antibody test or an ELISA test to detect antibodies against Leishmania sp. with a negative result. Dates of sampling.
2.10 The dog does not belong to nor is morphologically similar to the following breeds: Pitt Bull Terrier, American Staffordshire Terrier or Rottweiler.
Note: In order to be imported into French Polynesia, American Staffordshire Terriers or Rottweilers must be registered in a stud book approved by the World Canine Organisation (FCI).
2.11 The animal is isolated in a cage preventing any contact between the animal and the outside (nose and paw proof) which meets the IATA requirements and which is equipped with a watering device.
2.12 The cage was sealed before embarkment with an official seal. Seal number to be recorded on the export certificate.
3. Definitions
For the purposes of this document:
Any term or expression that is defined in the Animal Products Act 1999 and used, but not defined in this document, has the same meaning as in this Act.
Explanatory note
This OMAR is based on the requirements provided in the export certificate for dogs and cats to French Polynesia dated 21 June 2010.

1. This OMAR replaces the previous ones dated 23 January 2007 and 17 July 2009, and is based on information supplied by the Department of Food Quality and Veterinary Agenda, Rural Development Service, French Polynesia, on 13 May 2010. This export certificate was approved by the Department of Food Quality and Veterinary Agenda, Rural Development Service, French Polynesia, on 5 July 2010.
2. An Import Permit is required.
3. Each animal must travel with an individual certificate.
4. The animals for export must be more than 3 months old.
5. Clauses 2.7.1 and 2.7.2 - a copy of the biosecurity clearance records/export certificate used for importation into New Zealand will need to be sighted by the Official Veterinarian.
6. Importation into New Zealand from all of the countries stated in clause 6.2 may not be possible. Contact animalimports@maf.govt.nz for further information.
7. If options 2.9.3, 2.9.4, and/or 2.9.5 are used, evidence of country freedom needs to be presented to the certifying Official Veterinarian as supporting documentation.
Section 61.A of the Animal Products Amendments Act 2005 states that 'The Crown is not liable, and nor is the Director-General or any employee of the Ministry liable, for any loss arising through the refusal or failure of the relevant authority of an overseas market to admit export animal material or animal product to that market'.
