Overseas Market Access Requirements Notification - Animal Products Act 1999 - MAF Biosecurity New Zealand

1. Statutory authority

Pursuant to section 60 of the Animal Products Act 1999:

i) I notify the following overseas market access requirements, entitled dogs and cats to Qatar.

ii) Revoke DOMANIEC.QAT - OMAR 19.09.07.

This notice takes effect from date of signing.

2. Qatar requirements

Dogs and cats exported from New Zealand to Qatar must comply with the import requirements of Qatar as listed in this notice as follows:

2.1 An Import Permit is required for the exportation of dogs and cats to Qatar.

2.2 An Official Veterinarian of the New Zealand Ministry of Agriculture and Forestry, must certify, in respect to the animal(s) identified in the zoosanitary certificate, that:

2.2.1 The animal(s) has been examined and found to be fit and healthy to travel.

2.2.2 No case of rabies has ever occurred in New Zealand.

2.2.3 The animal(s) has been vaccinated against rabies at least one month prior to the scheduled date of export.

3. Definitions

For the purposes of this document:

Any term or expression that is defined in the Animal Products Act 1999 and used, but not defined in this document, has the same meaning as in this Act.

Explanatory note

These overseas market access requirements are based on the current export certificate for the exportation of Dogs and Cats to Qatar, dated 31 May 2010.

Additional Information on OMAR Notification: DOMANIEC.QAT – 31.05.10

1. This OMAR has been updated to remove some of the conditions for examination at the time of export certification, and the requirement for location in New Zealand for 6 months prior to export or since birth.

3. Dogs and cats must be accompanied by a valid original zoosanitary Certificate, dated no earlier than two weeks prior to the date of the animal’s arrival in Qatar.

4. A rabies vaccination certificate must clearly show the vaccine sticker in which batch no., dates of manufacture, expiry, and the name of the manufacturing company are mentioned.

5. Dogs and cats less than 4 months old are not permitted to enter Qatar.

6. Larger, and aggressive breeds of dogs require a 'special' permit from the Qatar Ministry of Interior Affairs.

7. Rabies control regulations require the immediate registration of all dogs and cats entering Qatar within 48 hours of arrival.

8. Dogs and cats will be quarantined for at least 6 months or refused entry into Qatar if the veterinary authority is not satisfied with the health condition of the animal or the accompanying certification.

Section 61.A of the Animal Products Amendments Act 2005 states that 'The Crown is not liable, and nor is the Director-General or any employee of the Ministry liable, for any loss arising through the refusal or failure of the relevant authority of an overseas market to admit export animal material or animal product to that market'
