Overseas Market Access Requirements Notification - Animal Products Act 1999 - MAF Biosecurity New Zealand

1. Statutory authority

Pursuant to section 60 of the Animal Products Act 1999:

i: I notify the following overseas market access requirements, entitled Commercial movements of kittens and puppies younger than 3 months of age to Sweden.

This notice takes effect from date of signing.

2. Sweden Requirements

Kitten and puppies younger than 3 months of age, exported from New Zealand to Sweden, must comply with the import requirements of Sweden listed in this notice as follows:

2.1 The certificate must be in English and well as Swedish.

2.2 An import licence must be obtained by the intended importer (refer to notes page).

2.3 An official veterinarian of New Zealand must, after due enquiry, certify the following:

2.3.1 The animal is identified with a microchip or tattoo; (number and location of microchip/tattoo, and date of microchipping/tattooing to be recorded)

2.3.2 The official veterinarian must declare that the animal is at present free of clinical signs and transportable.

2.3.3 The animal has been treated, in accordance with the manufacturer's instructions, within 10 days of the scheduled date of import into Sweden with a praziquantel-based product effective against Echinococcus multilocularis; (manufacturer and name of product, date and time of treatment, name, details and signature of veterinarian to be recorded).

3. Definitions

For the purposes of this document:

Any term or expression that is defined in the Animal Products Act 1999 and used, but not defined in this document, has the same meaning as in this Act.

Explanatory note

This OMAR is based on the EU regulations 998/2003 – Veterinary Certificate for domestic dogs, cats and ferrets entering the European Community for commercial movements.

1. This OMAR is for commercial movements of kittens and puppies that are between 12 weeks and 3 months of age.

2. Kittens and puppies are deemed to be ‘for commercial purposes' if they are imported into Sweden unaccompanied, and/or are not kept as companion animals in the household, and/or are intended to be sold or passed on to somebody else, or when more than 5 animals are imported into Sweden.

3. An import licence from the Swedish Board of Agriculture must be obtained by the intended owner of the puppy(s), kittens(s). The application for import must been received by the Swedish Board of Agriculture at least 30 days before the date of import. A copy of this import licence must be presented to the official veterinarian prior to export.

4. A local veterinarian must complete the treatments in part 2.3.1 and 2.3.3. Echinococcus treatment (part 2.3.3) must take place within 10 days of import into Sweden.

5. The animal must be identified with a microchip or with a tattoo. If the microchip does not comply with ISO standard 11784 or Annex A to ISO standard 11785, the owner or exporter responsible on behalf of the owner must provide the necessary means for reading the microchip at inspection in the importing country.

6. Pet owners in Sweden must register all permanently imported dogs and cats at the Swedish Board of Agriculture.

Section 61.A of the Animal Products Amendments Act 2005 states that 'The Crown is not liable, and nor is the Director-General or any employee of the Ministry liable, for any loss arising through the refusal or failure of the relevant authority of an overseas market to admit export animal material or animal product to that market'.
