Biosecurity Costs Regulations and Levy Orders Review Project 2009
The Ministry of Agriculture and Forestry (MAF) has undertaken a review of the Biosecurity (Costs) Regulations 2006 and three biosecurity levy orders - the Biosecurity Risk Screening Levy Order 2006, the Biosecurity Shipping Container Levy Order 2006 and the Biosecurity Gypsy Moth Levy Order 2004.
The biosecurity clearance charges and levies for biosecurity clearance of goods imported into New Zealand, are reviewed every three years. The charges and levy rates are based on the actual costs of the activities undertaken by MAF in providing the biosecurity clearance service to third parties.
MAF has released a discussion paper, Review of Biosecurity Border Clearance Charges 2009, on the proposed changes to the Biosecurity (Costs) Regulations 2006 and three biosecurity levies and invites submissions from all interested parties on the proposed changes.
In addition to information provided in the discussion paper, the review project team has developed seven scenarios of applicable charges for a large and a small importer of different types of goods. These scenarios are based on actual importation cases and describe the costs paid by importers under the current 2006 Regulations and under the two proposed options. The scenarios are provided below.
