Scope
This standard specifies American Samoa's phytosanitary requirements for the stated commodities and commodity classes only. If a commodity or commodity group is not identified within Commodity Class Requirements or Commodity Specific Requirements exporters should contact:
- American Samoa directly to ascertain requirements refer Phytosanitary Import Permits

- Biosecurity New Zealand (Exports). Please note, the determination of phytosanitary requirements is undertaken on a cost recovery basis

General Requirements
Prohibitions
No commodities from New Zealand are prohibited entry to American Samoa
Phytosanitary Import Permits
Phytosanitary import permits state the phytosanitary requirements for importation
Phytosanitary import permits are required for the importation of the following commodity classes from New Zealand:
- Fresh, dried and Frozen Fruit and Vegetables
- Fresh and dried Cut Flowers and Foliage
- Nursery Stock
- All Seed, Grains and Nuts
- Growing Media and Packing Material

Phytosanitary Certificates
Phytosanitary certificates are required to accompany consignments of the following commodity classes exported from New Zealand:
- Fresh, dried and Frozen Fruit and Vegetables
- Fresh and dried Cut Flowers and Foliage
- Nursery Stock
- All Seed, Grains and Nuts
- Growing Media and Packing Material
Quarantine Pests
Not Specified. Refer Maximum Pest Limits
Maximum Pest Limits (MPL's)
For all commodities exported to America Samoa requiring phytosanitary certificates, the MPL's are:

- Additional declarations
- Phytosanitary import permit
Note: Where an importing country does not specify any quarantine pests within the above, the MPL of 5% is to be applied for all injurious pests. Refer Section 2.2.1 of Phytosanitary Inspection.
Inspection on Arrival
All consignments of imported plant material are subject to inspection for phytosanitary purposes on arrival.
Sampling Rates
Inspection rate is 85-90% of each consignment (depending on size).
Ports of Entry
Plants and plant products exported from New Zealand are not restricted to enter American Samoa by any particular or specified ports.
