Scope

This standard specifies Samoa's phytosanitary requirements for the stated commodities only. If a commodity or commodity grouping is not identified within Commodity Class Requirements or Commodity Specific Requirements exporters should contact:

• Samoa directly in order to ascertain requirements. Refer Phytosanitary Import Permits

or

• Biosecurity New Zealand (Exports). Please note, the determination of phytosanitary requirements is undertaken on a cost recovery basis

Users of this document are strongly advised to review all sections of the ICPR for the determination of a commodity’s phytosanitary requirements.

Phytosanitary Legislation

The following legislation controls the importation of plants and plant materials into Samoa:

  • Plants and Soil Importation (Disease Control) Regulations 1951
  • Agriculture, Forests & Fisheries Ordinance 1959
  • Plant Importation Instruction 1961
  • Plants Act 1984
  • Guidelines for Pesticide & Import Permits 1991

Phytosanitary Import Permits

Phytosanitary import permits state the general phytosanitary requirements for importation

Phytosanitary import permits are required for all commodity classes exported from New Zealand

Import permits are normally valid for 12 months and allow for multiple entry of consignments

Phytosanitary Certificates

Phytosanitary certificates are required for the importation of all commodity classes from New Zealand.

Maximum Pest Limits (MPL’s)

For all commodities exported to Samoa requiring phytosanitary certificates, MPL's are:

Quarantine pests* specified by Samoa 0.5%
Soil 25g/600unit

*Quarantine pests for Samoa include organisms identified within:

  • Quarantine pests of this standard
  • Additional declarations
  • Phytosanitary import permit

Note: Where an importing country does not specify any quarantine pests within the above, the MPL of 5% is to be applied for all injurious pests. Refer Section 2.2.1 of Phytosanitary Inspection Standard.

Inspection on Arrival

All consignments will be inspected upon arrival

Sampling Rate

5% of the consignment sampled on a random basis

Commodities are not restricted entry via specific ports
