Scope
This standard specifies Hong Kong's phytosanitary requirements for the stated commodities and commodity classes only. If a commodity or commodity grouping is not identified within Commodity Class Requirements or Commodity Specific Requirements exporters should contact:
Hong Kong directly in order to ascertain requirements, refer Phytosanitary Import Permits
or
Biosecurity New Zealand (Exports). Please note, the determination of phytosanitary requirements is undertaken on a cost recovery basis
Users of this document are strongly advised to review all sections of the EPS for the determination of a commodity’s phytosanitary requirements.
Phytosanitary Legislation
The following legislation controls the importation of plants and plant materials into Hong Kong:
- Plant (Importation and Pest Control) Ordinance, Cap 207
General Requirements
Prohibitions
The following commodities are prohibited entry unless specifically authorised by the Hong Kong Agriculture, Fisheries and Conservation Department (AFCD).ref Chpt 207 Schd I & II, Chpt 207 Sect 8

Phytosanitary Import Permits
Phytosanitary import permits state the phytosanitary requirements for importation
Phytosanitary import permits are required for the importation of the following commodities:
- Flower bulbs / corms
- Bare rooted plants
- Cuttings
- Sphagnum moss
Phytosanitary import permits are not required for the importation of the following commodities:
- Fresh fruit and vegetables for consumption
- Fresh cut flowers and foliage
- Dried cut flowers and foliage
- Grains, pulses, seeds and spices for human or animal consumption or for industrial use
- Timber and timber products including rattan and bamboo
- Dried tobacco and manufactured articles incorporating dried leaves

Phytosanitary Certificates
The following commodity classes require a phytosanitary certificate:
- Flower bulbs / corms
- Bare rooted plants
- Cuttings
- Sphagnum moss
- Seed for sowing
Phytosanitary certificates are not required for the importation of the following commodity classes:
- Fresh fruit and vegetables for consumption
- Fresh cut flowers and foliage
- Dried cut flowers and foliage
- Grains, pulses, seeds and spices for human or animal consumption or for industrial use
- Timber and timber products including rattan and bamboo
- Dried tobacco and manufactured articles incorporating dried leaves
Authorisation prior to import from the Hong Kong Agriculture, Fisheries and Conservation Department (AFCD) is required for the following:
- Insects
- Plants potted in peat / peat moss
- Peat / peat moss
Phytosanitary certificates must be signed no more than 14 days prior to export. ref. Chpt. 207 Sect. 6
Quarantine Pests

Maximum Pest Limits (MPLs)
For all commodities exported to Hong Kong requiring phytosanitary certificates, the MPL's are:

All consignments of imported plant material will be subject to inspection for phytosanitary purposes on arrival to Hong Kong.

Plants, plant pests and soil in transit are exempt from Hong Kong's phytosanitary requirements provided:
- the plant, plant pest or soil is packed, and remains packed, in a container which is sealed, closed or wrapped in such a manner that no plant pest may escape from the container; and
- the container in which the plant, plant pest or soil is contained and the cargo or baggage in which the container is included:
(i) remains at all times on the vehicle, vessel or aircraft in which they were brought into Hong Kong; or
(ii) if taken from such vehicle, vessel or aircraft are not removed from the place where they are brought into Hong Kong other than for the purpose of being taken out of Hong Kong
If these transit provisions are breached the consignment may be destroyed and costs recovered by the Hong Kong authorities.
Timber to Hong Kong
